Statement on Assessment Methods for QCTO Occupational Programmes

The Quality Council for Trades and Occupations (QCTO) employs distinct assessment methods for occupational Programmes to ensure learners achieve the competencies required for certification under the Occupational Qualifications Sub-Framework (OQSF). Each method is detailed below, focusing on its purpose, process, and requirements.

1. Formative Assessments
Formative assessments are ongoing, informal evaluations conducted during the Knowledge and Practical Skills Modules. Their purpose is to monitor learner progress, identify strengths and weaknesses, and provide continuous feedback to enhance skill development. These assessments do not contribute to a final grade but support learners in achieving competency.

Examples include:

  • Quizzes and classroom discussions to assess theoretical knowledge.
  • Practical tasks and simulations to evaluate hands-on skills.
  • Workplace observations to monitor real-world application.
  • Learner self-assessments to promote reflection and improvement.

Formative assessments are completed within the allocated timeframe for each module. Facilitators provide feedback and, if required, remediation to address performance gaps, preparing learners for summative evaluations.

2. Internal Summative Assessments
Internal summative assessments are formal evaluations conducted by the college at the conclusion of Knowledge and Practical Skills Modules. Their purpose is to confirm that learners have achieved the required competencies before progressing to workplace experience or the final assessment. These assessments contribute to the learner’s eligibility for the External Integrated Summative Assessment (EISA) after completing ALL modules.

Examples include:

  • Written examinations to test theoretical understanding.
  • Practical demonstrations to verify technical skills.
  • Project submissions or portfolio reviews to assess applied knowledge.

Internal summative assessments are completed within the module’s designated timeframe, with results recorded in a statement of results issued by the college. Assessors provide feedback to ensure learners are adequately prepared for subsequent stages.

3. External Integrated Summative Assessment (EISA)
The External Integrated Summative Assessment (EISA) is a single, standardized national assessment administered by a QCTO-accredited Assessment Quality Partner (AQP). It is a critical component of the QCTO’s quality assurance system, ensuring consistent, credible, and reliable evaluation of occupational qualifications, part qualifications, or trades.

The EISA integrates knowledge, practical skills, and workplace experience to confirm a learner’s overall competency, leading to the awarding of an Occupational Certificate.

The EISA is conducted after all required modules and workplace experience are completed, using methods such as written exams, practical tasks, or workplace evaluations tailored to the qualification’s requirements.

4. Prerequisites for EISA
To qualify for the EISA, learners must meet the following requirements:

  • A completed and signed Statement of Work Experience, documenting the required workplace exposure as specified in the Work Experience Modules.
  • Proof of successful completion of all Knowledge Modules and Practical Skills Modules, verified by a statement of results from the college.

The statement of results confirms that the learner has met all prerequisites to sit for the EISA, ensuring readiness for the final assessment and certification.
